Not all US states have a ban on the use of mobile phones, but in Los Angeles and California as a whole, the ban on using a phone without a hands-free device does exist. Similar to Israel, even while driving in Los Angeles, holding the phone will cost you a heavy fine. We, of course, recommend avoiding touching the phone while driving in any state.
